Job years of experience:    5-10 years
Job type:    Consultancy

Background: In November 2009, UNICEF Uganda set up a cross-sectoral Technology for Development Coordination Unit, tasked to support the integration of innovative practices into traditional UNICEF programming. The T4D Unit focused on identifying regional and global trends in innovative technologies, reviewing initiatives with programmatic counterparts and assessing opportunities for the use of innovations, advising government counterparts, strengthening partnerships and supporting capacity building with local and regional stakeholders, managing the design and development of software applications and hardware components, coordinating testing and deployment, and monitoring and evaluating outcomes. As part of this process,
the T4D Unit led or participated in high level discussions (including Working Groups, Task Forces, etc) with donors, government and development partners and the private sector. This support resulted in a number of significant, ongoing T4D initiatives, including mobile phone and RapidSMSbased programs such as mTrac (Medicine Tracking System), eduTrac (School Monitoring with SMS), U-report, a social entitlement monitoring platform using SMS polls and media and advocacy campaigns, a web and Blackberry-based mapping application (DevTrac) which integrates key facility based information with crowdsourced reporting (currently used by UNICEF staff for trip reports and field monitoring), a USSD and web based application for Birth and Death Registration (MobileVRS), a web and Android based for Refugees, Family Tracing and Reunification (RapidFTR), and Information and Communication Technology (ICT) kiosks being deployed at UNICEF-supported Youth Centers and Teacher Colleges. UNICEF Uganda’s innovation work now focuses on scale up, partner capacity building for hand-off, and further developing, field testing and deploying such T4D initiatives, and moving toward their integration into regular UNICEF and Government of Uganda programming. In order to achieve this, UNICEF Uganda seeks to employ a T4D Specialist who can support and help to manage a diverse group of technologists and programmatic consultants working both within UNICEF and in outside agencies; collaborate with colleagues and partners at all levels (government to grassroots) to assess, develop and integrate initiatives with an eye on sustainable solutions, as well as youth and community participation. The consultant will need to coordinate multiple projects and groups of consultants simultaneously, and will directly work under the supervision of the T4D Unit Coordinator who leads the T4D team. The consultant will work with open-source development communities, local innovators, youth organizations, cultural and religious organizations, NGOs, the private sector both locally and globally, local media and academia to provide a space to nurture and test new and innovative ideas, develop the next generation of thought leaders and build local capacity Expertise in co-creative and participatory approaches to development is critical. Familiarity with the UN system, experience working with multicultural teams in challenging conditions, and experience with programmatic areas including education, communication, child protection and youth participation are required.

The need for this consultancy at this time arises from the limited in-office experience with T4D as a cross-sectoral field, the limited capacity to take on additional duties and responsibilities, as well as from the very specialized set of skills needed.

Purpose of Assignment: To work as lead specialist in a team of consultants in a unit responsible for identifying, assessing, building and integrating ICTs into regular UNICEF programming where appropriate, and to build capacity within UNICEF, GoU and local NGOs, CBOs and FBOs to increasingly take the lead on T4D related projects; with a special focus on education, communication, child protection and youth participation. a. As needed, the consultant will coordinate the work of external experts engaged to assist with T4D initiatives, academic institutions and private sector partners, as well as volunteers, interns, and other experts that become available in the course of the contract. e. The consultant will research, identify, assess and support the introduction of new T4D initiatives and its integration into UNICEF´s standard programs. This may include ICT tools proposed within UNICEF Uganda as well as by other Country and Regional Offices, and UNICEF HQ. g. The consultant will, when needed, pursue fundraising opportunities, prepare necessary documentations proposals and donor reports. h. The consultant will support outreach to academic, civil society and private sector interest groups with linkages to T4D activities. i. The consultant will act as the back-up focal point for management on T4D initiatives and, as needed, support the T4D Coordinator with input to work planning, team coordination, fundraising, budgeting, administrative duties, and relationships with providers, partners, institutions and individuals with whom UNICEF engages for work on innovations across the board. j. The consultant will, when requested, work with the programmatic units within UNICEF Uganda (Alive, Safe, Learning) as well as the Communications, C4D, and Youth sections, to ensure T4D initiatives within those sections are coordinated and supported. This may include help with recruitment and supervision of other consultants. k.
